Parks Master Plan Approved

The San Diego City Council approved the first new Parks Master Plan since 1956 on August 3, 2021 with an 8-1 vote. Working with City staff, SOHO made several recommendations that are included in the final plan regarding historic resources and cultural landscapes. Included in the final plan is a policy geared to forming a Park Design Review Board (policy PP13). The Council action also designated the Chollas Creek Watershed as a Regional Park. When the master plan was first released in April 2020, SOHO immediately recognized that it should highlight the historic resources and cultural landscapes within the San Diego parks system to better serve and educate the community and City staff. After multiple meetings with the City's project planners, several SOHO recommendations were added. These include spotlighting San Diego's National Register and National Landmark parks and resources, goals to prioritize their master plans, and training Parks and Recreation Department staff in the Secretary of the Interior's Standards.
However, SOHO is disappointed that other important recommendations were not included, such as the elimination of parking fees for equitable access to National Register and National Landmark parks and a 45-year historic review process for new and existing parks and open spaces.
SOHO commends the City's effort to develop this comprehensive and much needed master plan, but continues to advocate that future revisions must include the abovementioned additional policies, which are necessary to ensure historic resources and cultural landscapes are protected and accessible for all San Diegans and visitors.
