The 1970 California Environmental Quality Act (CEQA) requires agencies undertaking building projects to identify environmental impacts and mitigate them when possible. Recently, BAE Urban Economics, a national, award-winning consulting firm, released a report titled CEQA in the 21st Century. It provides hard data demonstrating that CEQA supports economically and environmentally sustainable development. This report was prepared in response to a number of flawed analyses that blamed CEQA for economic difficulties in California.

Here are some of the most significant findings:

  • There is no evidence or data to support CEQA as responsible for challenges such as the state's current economic condition.
  • Less than 1% of all CEQA projects face litigation.
  • CEQA is not detrimental to building affordable housing. In fact, California constructs the second highest number of affordable units (per 100,000 residents) in the nation.
