San Diego Council Upholds 14-year Appeal for 1045 Tenth Avenue

In a disappointing 9-0 vote led by District 3 Councilmember Chris Ward on June 12, 2018, the City Council upheld a 2004 appeal of the historic designation of a Spanish Eclectic Style commercial building at 1045 Tenth Avenue in the East Village. This decision was made despite the official Staff Recommendation of the City's Development Services Department to uphold the designation for the Frazee-Kurts Paint and Wallpaper building (1928).

The City amended its Municipal Code in October 2017, requiring discretionary appeals to be docketed within 60 days, prompting this long overdue appeal to come back to the Council. SOHO fervently advocated upholding the historic designation, explaining that no factual errors in material or information, nor any new information, had been presented. David McCullough, Chair of the City's Historical Resources Board (HRB), also spoke in favor of preserving the resource. However, despite the report and testimony, Councilmember Ward sided with the appellant, citing Issues 1 and 6 from the staff report, arguing that the HRB had violated hearing procedures and the Centre City Development Corp.'s 2003 survey form included factual errors.

Sadly, as a result of the Council's action, another piece of downtown San Diego's history may soon be lost.
