1. Preservation and New Construction Strategies
What is your plan to ensure that the unique architectural heritage of our historic neighborhoods is conserved for future generations while we continue to build new construction?
Terry Hoskins: Maintaining our architectural heritage is vital to preserving our historic resources and structures. This endeavor is especially significant as city officials continue to push for density at the expense of San Diego's character. We must make an honest effort to increase our development in a city that continues to grow. However, maintaining our architectural heritage must be accomplished realistically, with proper infrastructure and maintaining the city's character without yielding or being nudged by economic pressures.
2. Adaptive Reuse and Sustainability
What are your thoughts on promoting adaptive reuse projects within our historic neighborhoods, ensuring the preservation of their cultural identity while integrating sustainable practices?
Terry Hoskins: It depends upon the reuse project. I am not in favor of facadism. One of the best adaptive reuse projects was that of Liberty Station, where a historic structure was reused that did not disrupt the social, cultural identity, and heritage values of existing underutilized buildings.
How do you plan to encourage the repurposing of historic buildings for modern use, while maintaining their architectural integrity and cultural significance?
Terry Hoskins: This endeavor among all parties must be accomplished with a collaborative partnership. Architectural integrity and cultural significance are important to me. We want San Diego to grow in size and prosperity. However, we must maintain our character as a city, and advocates from both sides of the issue must sit at the table. The goal would be to preserve our architectural and cultural values.
3. Long-Term Vision
What is your long-term vision for the development and preservation of our historic neighborhoods, considering the evolving needs of our communities and the imperative to conserve our cultural heritage?
Terry Hoskins: I am a strong advocate for neighborhoods achieving historic designation. Achieving this means that only some communities will accomplish this goal. However, it is essential to appreciate this aspect of communities, and I support the preservation of our historic neighborhoods. I often think of the U.S. Route 80 when I think of historic landmarks. Highway 80 was constructed in the 1920s and replaced parts of a wooden plank road in Imperial County. If I have my facts correct, initially, it was University Avenue, and further in east San Diego, it became El Cajon Boulevard. Like Route 66, U.S. Route 80 should be considered historic in San Diego.
How will you ensure that your policies and initiatives reflect a sustainable and holistic approach to preserving the essence and history of our neighborhoods for generations to come?
Terry Hoskins: My policies and initiatives will represent my desire to preserve our historic neighborhoods and structures throughout our city. I would welcome an opportunity to meet with experienced personnel in this field and better understand what a holistic approach to preserving our history would mean for everyone. I know the ability of outside influences to put pressure on our elected officials that yield to the potential of destruction of the historic character of San Diego. I will not be that official! As a Save Our Heritage Organisation member, I will continue to follow my brothers and sisters in keeping up the good fight to save our historic neighborhoods and structures (Hopefully, including U.S. Route 80).

Some neighborhoods like Golden Hill and Encanto have been waiting for designation as historic districts for many years, and have applications now pending at the Historical Resources Board (HRB); other neighborhoods are currently organizing to submit applications.
1. If elected, will you be an aggressive advocate for the designation of the backlog of neighborhoods that are waiting for historic district status?
Terry Hoskins: Yes
2. Would you support a neighborhood's seeking historic district status by urging the HRB to agree to a specific reasonable timetable for making a decision?
Terry Hoskins: Yes
3. Would you support increasing City Council funding for the HRB so that they can more actively designate new neighborhoods as well as enforce the landmarks law in already designated historic districts?
Terry Hoskins: Yes
4. Were you in favor of the failed SB 10 legislation?
Terry Hoskins: No
