Progress Expected on Historic Districts

Welcome news: New historic designation proposals, each comprising multiple properties in San Diego, should move along the Planning Department's pipeline in the year ahead.

The City's 2016 ambition was to designate new historic districts at the rate of about two per year for six years, but after five designations completed by 2018, there have been no more. Planning efforts have continued, but other priorities diverted staff time, a problem compounded by effects of the pandemic on the City's budget and resources. An additional, unexpected disappointment: Follow-up research on a potential Park Villas Historic District in North Park led the City, SOHO, and other stakeholders to agree that, unfortunately, Park Villas' resources lack the integrity required to move a nomination forward.

Now, however, these proposed districts are receiving dedicated attention:

Culverwell & Taggart's
Research and documentation for this approximately 240-property Golden Hill district proposal already is near completion, so owner and public outreach should begin in the first quarter of 2021.

Park Boulevard Residential
After insufficient results in 2018, the City planned additional outreach in 2020 for this approximately 120-property residential district straddling Uptown and North Park. The plan now is to re-survey properties to document any recent changes, then conduct outreach both in traditional forms and online in mid-2021. More info HERE.

Altadena & Kalmia Place
Context and survey work for these two North Park districts should begin in earnest in 2021. Comprising approximately 400 properties, Altadena is the largest district proposal in the City's processing list; Kalmia Place, with 20 properties, is the smallest remaining.

Hillcrest LGBTQ+ Legacy
As part of the intention of Plan Hillcrest to recognize and protect Hillcrest's LGBTQ+ heritage, the City is evaluating whether a Hillcrest district might be eligible for historic designation.

Bungalow Courts & Garden Apartments
Thanks to a grant from the State Office of Historic Preservation, the City is developing a context statement as the first step toward potentially nominating and registering a thematically-related style of multi-family residence citywide: bungalow courts and garden apartments. More info HERE.

These ongoing efforts signal the City's active commitment to a work program that could steadily advance longstanding preservation goals, including future designations of several more historic districts in North Park.
