Acting On The Mills Act Award
Kathy Romero. When the City of San Diego adopted the Mills Act it became the most expansive and active in the State of California. That program is as successful as it is largely due to the efforts of Kathy Romero of the San Diego County Assessor's Office. Her friendly enthusiasm and professional skill make this important public policy translate into an implementation program, which actively encourages the preservation of cultural resources and especially historic homes.
